Scientists, innovators, entrepreneurs, and research ministers are lining up to grab a chunk of the €100 billion ($118 billion) the European Commission has proposed to spend on the European Union’s next major research funding project. The new seven-year Horizon Europe program, to run from 2021 to 2027, is the bloc’s biggest ever and, for the first time, will allow non-EU countries to join—for a price. But the proposal has met with mixed reactions inside Europe’s research community, and insiders warn that it could face numerous political hurdles.
